- New Reporting Rules for SVHC
Important: New Reporting Rules for Substances of Very High Concern (SVHC) Effective July 1, 2025
Starting July 1, 2025, the Dutch regulation known as the Besluit melden bedrijfsafvalstoffen en gevaarlijke afvalstoffen (Decision on Reporting Industrial and Hazardous Waste) will be amended. From this date onward, waste providers must indicate whether their waste contains any Substances of Very High Concern (SVHC).
What’s Changing?
Under the new rules, waste providers are required to inform the receiving waste company about any SVHC present in the waste. This applies to all substances listed in the environmental permit and/or the Avoidance and Reduction Program (VRP) of the company generating the waste. If the waste is transferred to another company, the SVHC information must also be passed along.
However, this could lead to the sharing of excessive and irrelevant information—especially when a SVHC is used in a different process or part of the company than the one generating the waste. In such cases, the substance may not actually be present in the waste.
Practical Guidance
In response to concerns from industry associations, a practical guideline has been developed to help companies comply with the new rules. According to this guideline, only SVHC that are truly relevant to the waste being delivered need to be reported. Companies are not required to list every substance mentioned in their environmental permit or VRP.
Additionally, a review will be conducted six months after the rules take effect to assess how implementation is progressing and whether adjustments are needed.
What Does This Mean for Valor Customers?
As of July 1, 2025, all waste streams delivered to Valor—both new and existing—must comply with the following:
- Indicate which SVHC may be present in the waste;
- Specify the concentration of these substances;
- For existing waste streams, also provide the waste stream number.
